I wanted to set my window where I have stopped , As shown in the attachment , when I try to fix the window the way I want , it gets to either right or left . Can anyone help me to how can I achieve this

I can't see your panel in the video, make sure you haven't set the Focus mode to "Centered" or "Edge"

Also, you cannot stop the workspace in such a way that no window is fully visible. If you want to quickly switch between partially visible windows, I recommend enabling "Focus on hover" in GNOME Tweaks (or Accessibility → Mouse in Control Center)

If I was say that a "window" is an application, and the "view" is what you see in your monitor, would I understand correctly that you are basically trying to have two applications showing at the same time so you can see them both?

Couple of suggestions.

1. You can use Super+R to resize each of the application (brave) windows so they both fit onto the screen. You can alter the default sizes in the PaperWM extension options.
2. If it is only really with web browsers, I would suggest looking at alternative browsers or see if Brave can support split view. For example, in Edge browser you have a "split view" option allowing you to have two websites open side-by-side, which is super handy for following tutorials and coding.
3. Consider the scratch layer. So take your Jupyter window and use Super+CTL+ESC to put it into the scratch (floating window) layer so you can have it floating on top of the tutorial window.
