Document support for fine-grained personal access token for Github

At this time the README only outlines the steps to use a classic Github Access token to pull private repositories. After testing with a fine-grained personal access token, this is functional.

This issue is to document the steps and permissions required to use this token type, meaning the token can be restricted to a subset of repos.
