Report status to GitHub commits

Our GitHub Action puts "statuses" and "deployments" on individual commits through the GitHub API. That's how we get these helpful links:

I recommend we have "deployments" that link to the multidev urls and statuses link to the Workflows tab of the site's dashboard.
