Handle tags appropriately when tags + RCs exist but no releases (i.e. tika)

apache/tika uses tags, but not releases. When this was setup on a project, it attempted to bump 3.2.1 to tika-3.1.0-rc1. Instead we should see it attempt 3.2.2 (or nothing at all).
