We don't need this section for a patch release. We can leave it in until the release notes are tidied before release but it may get missed.

There are some enhancements meant for 2.3.0 that we forgot to backport (eg #60993, although I see that has no whatsnew note)

Starting the release notes for 2.3.1, so we can start adding things (for new PRs, but will also follow-up with moving some things from 2.3.0 to 2.3.1)
