"Reload decals" command for level editor #41

Currently, if you create or edit a decal in the decal editor, you have to restart the level editor in order to pick up those changes (and also have to be careful that the level editor doesn't overwrite them on export).
It would help workflow if there were a command (or maybe it could even do it automatically using a filesystem watcher?) in the level editor to reload decal meshes so that changes can be picked up and shown without having to restart the editor.
