Upgrade default Meilisearch release

Is your feature request related to a problem? Please describe.

Currently, on Tutor main, the default version of Meilisearch deployed is v1.8.4. This was released over a year ago, and since there there have been several releases, bringing new features, bug fixes, and major performance improvements.

Describe the solution you'd like

• Latest release of Meilisearch deployed by default
• Documentation in Tutor docs for how to handle upgrades and/or an automated upgrade procedure. Note that Meilisearch upgrades require intervention to ensure the data is still usable - see https://www.meilisearch.com/docs/learn/update_and_migration/updating

Describe alternatives you've considered

• Remaining on v1.8.4: this is not ideal, as this version is rather outdated now. It would also be good to take advantage of newer performance improvements.

Hi. While this remains in the backlog, it might not be simple to upgrade. meilisearch powers many features on Open edX upstream, in Studio, and in other apps. Changing the version in Tutor is a small change, but ensuring upstream works as expected can be tricky and might require effort. I wanted to add this here in case the ticket is not picked up any time soon.
