Set up a Geofence and have geolocation react to when entering #2200

Make it possible to have a geofence that sends an event when geolocation is within a geofenced object.
Describe the solution you'd like
Have a layer with a geofence and when entering one of the fenced in areas send a event which can be acted upon.
Describe alternatives you've considered
Do it as a control possible in the geoposition control.
