Missing changelog entry from 2 commit PR

Hi there, I am missing a changelog entry from a 2-commit PR.

Here's the PR: ckoehler/Probe#106
The release-plz PR's changelog is only showing one of the two commits: ckoehler/Probe#107

Curiously, running git cliff locally does show the missing entry, so maybe this is related to how release-plz runs it?

What am I doing wrong?

I manually updated the PR and branch, and also updated to the latest release-plz action. Maybe it'll fix the issue next time...
