Pinned issues

Can an issue be pinned in the Issues section?

I'd like to add a post with instructions for anyone visiting, in what we suggest to be done with the existing issues in Orgzly. Basically saying that they can create a new issue here so what we can keep track of the progress, while referencing an existing issue in the Orgzly repo.

We can also work out that text a bit.
