Wix installer run repair to a non administrator user thought "MSIUSEREALADMINDETECTION" ="1"

Hi,
I added a property of running the Installer as admin.(e.g "MSIUSEREALADMINDETECTION" ="1")
It works fine with install and uninstall but not with repair.
As I run a repair as a non admin, the Installer runs..

Is it a bug with MSI or with Wix?
