Proposal for creating proposals for working groups

• A working group should only be proposed once there is someone who is willing to lead it.
• A working group should come with a clear, concise description of what its scope is.
• A working group should have a charter, with well-defined goals it intends to work towards and metrics to determine whether or not they have been achieved.
