Outdated SabreTools documentation + a bit more

Hey there, creator/maintainer of SabreTools here. I was just recently informed that your project includes SabreTools to deal with some DAT management stuff. Pretty neat to see it being used in any other context.

I was doing a quick search to see what was mentioned about SabreTools and how it was being used and stumbled across https://github.com/retronas/retronas/wiki/SabreTools. It looks like the last time it was updated was about 3 years ago, so I figured I'd drop in and provide some extra info.

1. SabreTools now builds for a lot more system types without needing to use mono or something similar. The linux-arm64 build should work for what you're doing now.
2. I didn't look at your scripts that closely, but if you were originally having to install mono or dotnet for SabreTools support, that's also no longer necessary. The applications are now self-contained, so they work as a single-file deployment.
3. Depending on your level of risk, the rolling builds (linked from the main SabreTools readme on GitHub) can generally provide a better experience for users. It includes stuff that I just haven't gotten a chance to release as stable.

Outside of SabreTools (the program), I'm also the maintainer of MPF. I saw that mentioned in a few places, so I thought I'd leave a couple of notes here too.

1. MPF.CLI is now a really full-featured thing now. It has the same sort of OS support that SabreTools does, but the dumping tools its bundled with are limited by what the parent projects make available.
2. Redumper is the preferred dumping tool for Redump at this point, though keeping a mention of DIC is good regardless.
