I reset my Raspberry Pi 4 cluster, swarm'd, and the BE lisc won't install.

We're going to need a bit more information than this. What is the error message you're getting? What command are you using to start Portainer?

Is there a command you recommend for starting Portainer? That seems like it should have docs just because you asked.

And the startup is via docker-compose up -d

This is the Portainer Community Edition image. If you want to use Business Edition, you need to use the Business Edition image - portainer/portainer-ee:latest.
