How can I find meters in Sandbox environment

Currently, I have been implementing payment for my app and It requires checkout by numbers of usage of my app. Since, there is no quantity for the checkout yet, I am trying to implement it per meters. But I found that there is no meters in Sandbox environment. How can I test it in Sandbox?

@phatgg221 Did you enable Usage Based Billing in your organization settings (in the bottom)?

Yes I found this tab in the production mode, but cannot find it in sandbox. Here is the picture of its:

You need to enable it in Sandbox Organization Settings too.

Production & Sandbox are completely isolated, and they don't carry over any settings.
