Parking app to remove car and emergency services.

i want to develop an app to remove a car from premises/non parking zone where towing services are unavailable. A QR code can fetch info on the car and a bridge calling if possible so that numbers are not exchanged and privacy is maintained. Further ideas on this can be like if parking slots are there in some area the app can tell you that there may be some area to park.
