Import: combination of fields

Hi
I am tryning To understand "combination of fields", for DCIM.location, specially for location

The help gives the following infomation:

Tip

A location field could be identified by UUID or by the fields location__name and location__location_type.

I am looking for examples to when generating large set.

I am able to make the following work:

location_type,name,status,parent
Continent,Level1,XArea,
Country,Level2,XArea,Level1

The follwing will not work

location_type,name,status,parent
Continent,Level1,XArea,
Country,Level2,XArea,Level1
Region,Level3,XArea,Level2

Give the following error message:
