Skew adjustment - unexpected warnings

We are testing our jaeger integration on windows micro-services with c# jaeger-clients reporting to local agents and got weird warnings "clock skew adjustment disabled; not applying calculated delta of -17.3005ms"
As I understand the warning should be displayed if a child span (=server) has timestamp earlier than its parent (=client).
But in fact I see a different picture (server goes right after the client, as expected):

1. client "startTime": 1626225086141739,
2. server "startTime": 1626225086170538,

Why do I see the "skew adjustment" warning inside server span?
