Move to Central Portal #2

OSSRH is being sunset. We will need to migrate to Central Portal by June 30. We have too many people with write access for self service, so it will be necessary to file a support request. I want to get ahead of the rush. Support in sbt-sonatype is still maturing. I'm currently blocked to publishing a silly test project to my personal group ID. Once that is resolved and we are confident in the implementation, I would like to start moving http4s next. There may be some actions required of various repos during that move. We can coordinate here. /cc @http4s/maintainers |

I would like to start the migration. I've published my project, and @samspills published hers. We'll temporarily lose the ability to publish snapshots, but if we wait too long, we could lose the ability to publish at all. Further, this can be a dry run for Typelevel, which is even bigger. Rough order of steps:

I propose we release http4s/sbt-http4s-org#295 as sbt-http4s-org-1.0 and request the move with Sonatype on Monday morning. We have the necessary tools to publish now, and if better tools come along later, we'll bump the plugin again. |

"Publish new sbt-http4s-org" had to happen after "update org-level secrets" because it publishes itself with its own settings. |

Successfully published http4s-jetty to Central Portal with sbt-http4s-org-1.0.1. Publishing across all projects should work as long as the workflow is >= Java 111 and sbt-http4s-org is >= 1.0. Footnotes
