Haraka rate limit plugin

Hi all,
Do anyone managed to get Haraka plugin limit to work?

My goal is to throttle Haraka message queue towards specific domain, I've tried setting
[outbound]
enabled=true ; delay=30 ;example.com=10
but it only limit the first and seconds emails and then it just stopped sending any emails and they are left in the queue
any help will be appreciated
