Jody here from the incubation committee, a while back @fvanderbiest and @pierrejego made a project page draft ... while a draft was created, nobody asked for a review and it has remained stalled.

I have gone ahead and published https://www.osgeo.org/projects/georchestra/

And you can see my feedback, and what changes I made to publish, on the incubator list.
