Allow Server Setup Before DNS Change

I just moved our mail sever over and excited about the changes. I have to say the onboarding process was very well done, made everything easy to do and the verification worked smoothly.

One thing that would be nice is if we could setup the server before moving the DNS pointers. We had to redirect, finish setup, and then start the migration. It would have been preferred if we could have setup accounts, transfer the mail store, get everyone ready and then flip the switch and do the last little clean up.

As you start to move into the hosted mail market I think this will help users migrate.
