While updating to use spack-stack 1.9.2 (ESMF 8.8.0) in the SRW App, the no quilting experiment is failing in the ESMF

Issue

The [SRW App](https://github.com/ufs-community/ufs-srweather-app/) is failing to run the grid_RRFS_CONUS_25km_ics_FV3GFS_lbcs_FV3GFS_suite_HRRR WE2E test on all platforms while updating to spack-stack 1.9.2, which uses ESMF 8.8.0. This test runs with quilting turned off. The test fails in ESMF and PET logfiles are generated.
