Rust Parser is (finally) Visible when Profiling

• after 60% speedup of AliasAnalysis with many local variables #12720 & co.
• there is finally Rust parser visible in the profiling snapshot

• just 10% of the ManyLocalVarsBenchmark ...
• ...but we'll make it more
• (by speeding up the JVM code even further)
• @kazcw, soon you will have to speed the Rust parser up!
