Debug: Issues/feature requests will have a dedicated repository

As of today all existing and new debug issues will be moved to the vscode-ibmi-debug-issues repository.

A lot of the newer issues created under vscode-ibmi (Code for IBM i) are debug related and the core team is being overwhelmed with issues that are outside of the control of that team. Users are still welcome to create issues under vscode-ibmi, but the issue will be transferred by one the team members for better organization.
