Breeze Theme - Grunt not working.

I am using the breeze theme and I am trying to implement the grunt tool for less compilation.
but the grunt is not working properly. only the first time does it compile the CSS and then I have to run setup: upgrade to see my CSS change.

For me, it works fine. Here is what I did:

1. Added theme configs todev/tools/grunt/configs/themes.js:

   'breeze-blank': {
       area: 'frontend',
       name: 'Swissup/breeze-blank',
       locale: 'en_US',
       files: [
           'css/default',
           'css/checkout',
           'css/deferred-default',
           'css/deferred-checkout',
           'css/email',

2. [Optional step]. On my server, magento generates invalid paths to source maps, so I've changed the config to generate them inside CSS file:

3. Run grunt:

   grunt clean:breeze-evolution && grunt exec:breeze-evolution && grunt less:breeze-evolution && grunt watch
