Batch requests with a length of 1

I manage many RPC services which are a source for instances of Blockscout.
I noticed that Blockscout is sending single requests as arrays - example:

[{"id":0,"params":["0x7",true],"method":"eth_getBlockByNumber","jsonrpc":"2.0"}]

Is this intended functionality or convention in web3?

I'm asking since there are some proxy services between RPC and Blockscout that can't cache batch requests.
