bats::on_failure() does not work

I'm trying to use the hook like described in https://bats-core.readthedocs.io/en/latest/writing-tests.html#bats-on-failure-hook

bats::on_failure() {
    echo "failure callback"
}

setup_file() {
    false
}

@test dummy {
    true
}

But running it does not output the string "failure callback":

-> % bats test.bats 
test.bats
 ✗ setup_file failed
   (from function `setup_file' in test file test.bats, line 6)
     `false' failed

1 test, 1 failure

What am I doing wrong?
