Add package SimpleKiteControllers

The KiteControllers package is very complex for two reasons:

• it contains both the FlightPathPlanner and the FlightController
• it is old code, translated from Python, before packages like DiscretePIDs.jl existed

Therefore I suggest to create a new package, that should contain

• the new, dual loop parking controller (see: parking_controller.jl)
• a new path following controller for flying figures of eight, seeFernandes_2022

If OpenSourceAWE/WinchControllers.jl#24 would be implemented, than these controllers could also be used for the RamAirKite (that has three winches at the ground instead of a KCU and no input for depower and steering yet).

I agree that it is a good idea to have these two controllers in their own package. The most important thing for the SimpleKiteControllers for me would be that they are as robust as possible, because then we can use them as a backup for more complex controllers at some point.
