Shifting primarily to Discussions model

In a move inspired by the Ghostty devs, we'll be transitioning to the use of GH Discussions as our primary method of reporting issues and engaging. This will mean a central point for reporting issues in the distribution, and upon triage/acceptance the team will move them into the relevant git repo issues if necessary.

This is part of a wider shake-up in our organisation approach so we can get the issues properly tagged, assigned to projects, and visibly demonstrate / document our path towards milestones.

Chiefly, it'll be easier for users and contributors having a single location in which to work with devs.
