add transit gateway to reference project

I think setting up and configuration of the AWS transit gateway is similar to AWS cloudtrail, guardduty and config.  It's one of those resources that requires lots of cross account orchestration.   It would be super helpful if this reference project contained an example of setting up the transit gateway in a multi account configuration.
