Proposal: New `oras-mcp` repository for MCP Server

It will be beneficial to oras to gain more attraction if we follow the heated AI trending. Today, the trending is the MCP servers.

What if we have a MCP server for oras? A quick answer is that users can leverage AI agents for explore and analyze artifacts stored in a registry during coding or chats. It can create more possibilities if combined with other MCP servers.

As mentioned in the slack thread, I've developed an ORAS MCP Server and registered in mcp.so for the initial version. I'd like to donate my contribution of oras-mcp to the oras-project organization.

Steps for implementation:

1. Create a repository named oras-mcp under the oras-project
2. I will create serveral PRs to import code from shizhMSFT/oras-mcp to oras-project/oras-mcp.
3. Maintainers will review PRs for quality assurance.

For proper PR review, I would like to propose the initial maintainers to be me (@shizhMSFT) and Sylvia (@Wwwsylvia).

Thanks @shizhMSFT for your initiative to adopt this emerging technology on behalf of the ORAS project. Your work is a good baseline for which AI methodologies and technologies can be utilized within the project.
