Delete delta.py

Removing the legacy code which is not required any more. The delta.py script is fully independent and has no dependency relationship with the FastAPI web/API code (app/main.py and app/dbtools.py) served via uvicorn. Deleting delta.py will not impact the web GUI or API functionality in any way.
