Due to some changes in the slevomat/coding-standard package, your rulesets triggered a 'ruleset invalid' error.

ERROR: Ruleset invalid. Property "newlinesCountBetweenOpenTagAndDeclare" does not exist on sniff SlevomatCodingStandard.TypeHints.DeclareStrictTypes

ERROR: Ruleset invalid. Property "newlinesCountAfterDeclare" does not exist on sniff SlevomatCodingStandard.TypeHints.DeclareStrictTypes

Removing the related rules fixed my problem.
