Add by URL doesn't respond immediately if ext-jwt-signer auth url doesn't respond #805
Description
the ZDEW UI can freeze up for 30 seconds if the ext-jwt-signer url does not reset/close immediately. If the user is impatient, this can lead them to spam the UI and will result in erratic behavior.
the c sdk (via the ziti-edge-tunnel) needs to return quicker when the URL doesn't start external auth properly/immediately
