COLAB for OpenVINO notebooks

Hi all,

I made this simple COLAB to show that you can easily port the work to COLAB painlessly (kinda...). I have not tested all of notebooks there, but I showed the basic steps on how to make the hello world sample run.

Note: You have to reset the runtime for the first time, and it also uninstalls the Tensorflow 2.6... and install Tensorflow 2.4.x ...
