[BUG] CodeCov incorrectly runs on subsequent PRs

What is the bug?
The Codecov plugin incorrectly ran against my PR on files unrelated to my change. This caused friction in the reviewing process.

How can one reproduce the bug?
Steps to reproduce the behavior:

What is the expected behavior?
As mentioned by @dhrubo-os we want a similar workflow to here https://github.com/opensearch-project/flow-framework/blob/67e242ba5ebb6b59558adb53a4d112fce51e71b0/build.gradle#L801-L819
