Need to parse data from Excel workbook for revenue, split out what's from General Fund, what's from Non-Discretionary fund

Have added 'Citywide Revenue Workbook` (a `.xlsx` workbook that we need to get all the junk out of so we can have an accurate CSV for the d3.sankey chart).
