Add extended meta data to civic.json files

At the 2019 Summit there has been interest in renewing / updating the project index across brigades. Part of this is to potentially utilize the extended Code for DC civic.json spec:

http://open.dc.gov/civic.json/specification.html

I think we should implement this updated one, specifically as it captures some of the things we were trying to capture (namely, status).
