Full Qualifed radio/subscriber IDs

Luke - would it be possible to allow the use of fully qualified radio/subscriber IDs coming from sdrtrunk so that data can/will populate the radio ID field for ISSI traffic? Right now, the data just shows up as zeros for ISSI traffic.

The format for the string should be WACN.SYSTEM.RADIO ID

If the format is too long (and it might be once the WACN and SYSTEM are added), could the Openmhz server parse the data so only the radio ID field is populated after the second period (shave off the WACN and SYSTEM ID).
