[linky] add support for specific tarification like HP/HC or tempo

The idea is to implement index reading in linky binding to complete the current consumption value reading.
Like this, we will have information about consumption for different supplier index rate like it can be the case on HC/HP contract or tempo contract.

This new information will be exposed as new timeseries channels for each supplier & distributor index.

This will enable to have graph like this one:
