Display note about states for which partial results are available

Some states cough Mississippi cough will be a tough row to hoe. Rather than waiting a long time to release results when they're all available, we should release partial results ASAP and have some kind of note describing the state of the partial results availability and maybe some reasons for it.

In scrum we talked about this being a free text field rather than a list of standardized state values.

This would require the addition or repurposing of a dashboard/API field to enter/edit this data and updating the metadata baking commands and Backbone views to display this.

A bonus is that it seems like a good way to solicit focused development/data entry help.

To decide:

• What dashboard field should be used/added?
• Where should this notice live live (the right-hand sidebar seems logical)?

FYI, the results_description field is unused for all but 3 states:

Arizona's counties use one of three different reporting systems, so the data is formatted differently depending on which system is used. Two counties use fixedwidth. Additionally, sometimes candidates in a race that spans more than one county will be ordered differently by different counties, in terms of column order.

Note on 2014-2012 results
There are results for county and precinct level in the clarity system (which goes back to 2012). The county results are all located in the 'direct links' section's first link. The second link goes to the source where you can find results for the first county. For statewide races (with multiple counties), you can just switch out the county names in the URL to get to the download pages for the other counties. To navigate to where the precinct-level results are, from the first (county-level) link, click on the 'results by county' tab, then a county, then the 'results' link on the footer.
2002 is all PDFs
2001 and some of 2000 is pipe-delimeted
Rest of 2000 are xls

CA:

All years have xls files except 2000, which only has pdf. Also, the 1 special in 2002 only has pdf. And the recall election on 6/3/08 only has a pdf.
All primaries from 2011 onwards (special and reg) are open, except for presidential races.

If we reuse this field we'd have to develop some convention to separate out the short description we need and the longer form descriptions here.

I think using results_description is fine, but yeah, we'll need some boilerplate format.
