WI Transforms #272
Description
Similar to #219, Wisconsin will also need Transforms and Validators (right?).
The transforms need to:
- Create Contests
- Create Candidates
- Create Results
(anything else?)
The validators need to:
- Add up votes for a few example races and check whether they match published totals.
States with a significant amount of transform/validator logic written at this point: MD, VT, WA
