After blend service has run, reset cache in API

After blend service has run, reset cache in API. This means users would have access to the most up to data forecast data, rather than cached data.

This could be done in airflow, after blend service has run, a api route could be called to either clear all cache, or get new data for some specifc routes

We might not want to do this. The cache is only 2 minutes
