Create a new instance of the website

We need to have a new instance of this up; but depends on #9

(i swear there was an issue of this made months ago...)

this would probably go on the AWS instance that we have.

What we're looking for:
AWS (EC2) experience, specifically with setting up domains/DNS/HTTPS (route53) on AWS, and installing drocer-webapp (python) remotely on a ec2 instance.
