pymssql instrumentation

Just a heads up that I started working on a pymssql instrumentation, based on the pymysql one.

I may have a PR ready in a few working days.

Could you open up an issue in the [https://github.com/open-telemetry/opentelemetry-python-contrib] repo to track this? That is where instrumentation related stuff goes.

There was no "discussions" tab in opentelemetry-python-contrib which is why I started this conversation.

I opened a PR: open-telemetry/opentelemetry-python-contrib#394
