diff on loaded database versus the state of master

Feature:
Have a single script that looks at an instance of the ord database or local files and then compares with the working tree on github.  Any changes or updates should be rewrote using teh add_dataset.py funcationality.

Use gitpython for difference finding and file comparison. Likely work in reverse order from the dataset and the edited_by date in the protobufff.
