Description
#2498 is the start of work that would radically decrease the amount of time spent assembling a PNOR image after we've built everything.
The current mess of perl and XML spread across several repositories ensures that we have a lengthy process that takes a lot longer than "copy half a dozen files into a single 64MB file" operation should take.
