pr-checks: update compile-rocm workflow

- use rocm-hip-runtime instead of rocm-hip-sdk macropackage to reduce
  the size of the installed packages
- add a clean-up step to the rocm-compile script to help
potentially with the memory-consumption of the github
actions environment.
