Soft-NMS Inference

Hi, I can totally understand the usage of the soft-nms during training. But I'm not sure how this can play out during the inference process. Since its scoring the bounding boxes with Gaussian, I guess it doesn't make any difference from the Hard-NMS.

Any thoughts?
